Open Healthcare Network (OHC; legally the Open Healthcare Network Foundation) is a nonprofit that builds and stewards CARE, an open, FHIR-native "operating system for healthcare." OHC stewards CARE Core, apps, standards, and integrations so governments, hospitals, and implementers can run interoperable health systems without vendor lock-in.
CARE is MIT licensed and listed as a Digital Public Good.
Mission
OHC exists to keep a dependable, shared healthcare core in the open. Health systems do not adopt source code alone — they need governance, releases, documentation, security, and an ecosystem that keeps the shared core reliable over years. The foundation provides that institutional layer around the software.
Foundation layer
The foundation organises its work into five responsibilities:
- Core platform — stable primitives, APIs, forms, access control, audit trails, reports and extensibility.
- Standards — FHIR-aligned modelling, terminology bindings, ABDM patterns and implementation guides.
- Quality and security — release discipline, vulnerability handling, testing expectations and documentation quality.
- Ecosystem — developer community, clinical review, implementation partners and public-good funding paths.
- AI readiness — assistive, human-reviewed documentation and summarisation on structured clinical data.
Platform
The CARE platform pairs a stable core with plugins and packaged solutions:
- CARE Core — reusable clinical and administrative primitives.
- CARE Apps — plugins for AI Scribe, TeleICU, imaging, devices, messaging and analytics.
- Standards and architecture — the interoperability and security foundation.
Solutions
CARE Core is packaged into deployable workflows:
- CARE HMIS — hospital management.
- TeleICU — remote critical care.
- Palliative Care Grid — home-based care coordination.
- Care Clinics — primary and outpatient care.
- Care Janwar — animal health.
Field proof
OHC's public-good claims are kept dated and program-specific. The 10BedICU program has deployed 200+ tele-ICUs in remote districts of India on CARE.
