References/Charge Item Definition: Difference between revisions

* The spec enum-gates <code>status</code> (<code>draft</code>/<code>active</code>/<code>retired</code>); only <code>active</code> definitions should drive new charge items.

* <code>can_edit_charge_item</code> controls whether a ''derived'' charge item is mutable, not the definition itself.
